Have you checked if you have those 20,061 already in the system? Or those 20,061 have been flag by Mautic as DO NOT CONTACT ---

If your row organization doesn’t match Mautic, it will have difficulty importing. For example, If your rows are: email,firstname,lastname You’ll get an ignored. Make sure they’re ordered: firstname,lastname,email If you have more fields, visually compare the listing arrangement in phpmyadmin to your csv.
