# Custom development or plugin?

I’m looking at mautic for a group with some specific requirements - here are a couple:

1. Create a user role that has access to only specified segments - so that user can only see or send emails to those segments
2. Allow user to provide a list of ID numbers that match one of the custom fields we have to create another segment within the segment they have access to

Is this something we’d need a plugin for I assume?

Are you trying to use Mautic as 1 Multi tenant structure? If so, plz note, that as long as email address is unique no 2 users would be able to mail to the same person. But maybe that is okay, just giving you heads up.

Thanks for the information. I’m not sure I follow though -  
We have one admin user importing all addresses. From this master list, I want to assign segments to other users so that those users can only email people in their assigned segment, but they could create sub-segments as well.

It is necessary that more than 1 user would be assigned the same base segments to start from as there is crossover. So it sounds like your saying that won’t be possible? If User A and User B both have access to the same segment loaded by the admin, only one would be able to email those people?
