What mail provider are you using for sending out emails? Could it be that you need to set up the cron jobs? ---

What email provider are you using? There are different methods for tracking bounces for the various email providers. Depending on the email provider you are using, bounces can be tracked via webhook, api or having mautic check a folder in an email account. To check a folder you need the email fetch cron which you seem to have set up. I have bounce checks working well with Amazon SES via API and basic SMTP simply checking a folder for bounce returns
