This looks very similar to [My problem is: The system does not send mail - #7 by marcus42](https://forum.mautic.org/t/my-problem-is-the-system-does-not-send-mail/34338/7)

I think the job configuration is correct. The issue really lies with the SMTP setup (we don’t use SMTP for ourselves or our clients, but rather the Mailjet transport with our dedicated IP pool through them).
