# Page Tracking isn't working

I’m setting up a double opt in campaign based on user form submission:
form submitted -\> send first email with link -\> if they click on the link in the email, they go to the download page. If (page tracking) the user goes to the download page (i.e. they clicked on the link) then move them to “prospects” segment.
Page I send them to is [http://steveandlisabailey.com/download-11-tips/](http://steveandlisabailey.com/download-11-tips/) and I have _[steveandlisabailey.com/download-11-tips](http://steveandlisabailey.com/download-11-tips)_ on the “Visits a page” URL. Pixel is on the page and is the right domain (Chrome dev tools shows 200 for the img). Yet the page never is tracked as visited and the user never moves to the prospects segment.
Ideas?
