Is it possible in Mautic to set up a recurring email/sms campaign based on a contact’s field values?
As an example, I’d like to get a contact’s birthday and set up a campaign to send them an email on their birthday. So basically, the campaign would be recurring based on the month and day of their birthday.

Yes - set up your condition with the appropriate contact field, use “Date” as the operator, and choose “Anniversary” as the value. See this doc: https://mautic.org/docs/en/campaigns/date_campaigns.html
