When Mautic submits a webhook - e.g. for a submitted form - will it retry if the first try fails?

No generally. You can define webhooks outside campaigns for various events. Mautic sends the webhook, but its probably fire and forget. If the receiver is not listening at this very moment, its probably gone, if there is no retry mechanism.
