You should be able to filter the leads list with this search term:
!is:anonymousWhich reads “not is-anonymous”.
The reverse of that would be “is:anonymous”
is:anonymousIs there a way to use the !is:anonymous filter as standard filter, every time the Manage Leads list is opened?

So currently no, but I do think that’s a good idea. If you want to suggest is as a feature go to:
github.com/mautic/mautic/issues
and create a new feature request there.
To do what you want - I would create a lead list. For not-anonymous leads, just create a list with filters on first name, last name, and email and use the “or” operator. You’ll have something like this:
