Time zone not displaying properly

Time zone used to work perfectly in 1.x. Now with the upgrade to 2.x it’s no longer functioning properly. I’ve set both the system default timezone and my user profile timezone to Chicago, yet when I open my Contacts, it displays everything in UTC. What gives?
