Have you checked if you have those 20,061 already in the system?
Or those 20,061 have been flag by Mautic as DO NOT CONTACT
If your row organization doesn’t match Mautic, it will have difficulty importing.
For example,
If your rows are:
email,firstname,lastname
You’ll get an ignored.
Make sure they’re ordered:
firstname,lastname,email
If you have more fields, visually compare the listing arrangement in phpmyadmin to your csv.
