Amazon SES down or having issue today?

Once a while I get an email like this but today it’s coming in non-stop so I am wondering if Amazon SES having some issue or it is going down?

I had to disable my cronjob for time being to stop the email spam of the error.

Here what I am getting email about

In WrappedHttpHandler.php line 195:
