Amazon SES issue with form submission

I noticed this happens often

  Error executing "GetAccount" on "https://email.us-east-1.amazonaws.com/v2/e
  mail/account"; AWS HTTP error: cURL error 6: Could not resolve host: email.
  us-east-1.amazonaws.com (see https://curl.haxx.se/libcurl/c/libcurl-errors.
  html) for https://email.us-east-1.amazonaws.com/v2/email/account

And email from form sign up didn’t get sent when this happens. What happens to those emails? I don’t see anything in the spool folder.

The email I am talking about are ones that I set up in form’s action after the submission.

This does happens sometime when segment email sent out but it evenly get sent out on next crobjob rounds.
