I try to send a campaign email on specific date and time and I get “This value is not valid.”

Yes

I tried other places where you have date fields and got the same error

That’s strange. I read a similar error quite some time ago in the context of custom fields.

Did you modify your date format defaults (Configuration > System Defaults)?

Same issue here.

delete the seconds: not 12:00:00 but 12:00. The GUI has a bug there:(
