Mautic is not set to queue email
Q: How do I configure Mautic to set to queue email?

Hallo Hal,
you can change between “Email Queue” and “Sending Immediately” in the Configuration under “Email Settings”.

Setting Mautic to Queue will solve the first issue of yours.
