Do Not Contact is not working!

Can you please provide some resource about how to implement/use do not contact? There are list of contacts who flagged as Do Not Contact but Mautic still sending emails to those contacts. Should i do this from campaigns? please suggest.

My PHP version is: 7.2.33
My Mautic version is: 2.16.3
My Database type and version: MySQL, 10.3.18-MariaDB.
