Just posting what we did to fix here as a reference for others.
The issue was that the form was manually generated which still had the old route in it (/p/). The redirect for /p/ to without didn’t redirect as a POST but a Get leading to the 403. Updating the source to post to without /p/ in the action fixed the issue.
