Check your logs to see if any errors are encountered. If it just spins, it could very well be encountering an error.
I’ve imported a list of 1M; it took a good while but it did import.
If you adjusted the batch limit as well, leave that as the default to see if that changes anything. Some want to change that to a very high number thinking it’ll import faster but it won’t. That number just helps controls the number of records imported per ajax request.
