"New segment mails" does not work correctly

I am trying to send a message creating it from “New segment mails” to a specific segment. The problem is that it is not reaching some users, the pattern I found is that the users who do not reach it are from the OUTLOOK service.
The strange thing is that there is no bounce of the message, the mautic shows it as if the message had been correctly output, but I check the user’s mailbox and it does not show it. Any idea what’s going on?

I would check on the ESP side to see if there are suppressions or if your domain is blocked for them
