What Segment | filter logic should I use to configure Segments: CLEANED: Bounced Email, and CLEANED: Unsubscribed Email,

What you have there should work. That will give segments of contacts who have unsubscribed and bounced. But that would be be the opposite of “Clean”. So perhaps change your logic to “no” to create a list of only contacts who are not DNC.
U also don’t need a DNC list as Mautic wont send emails to anyone marked DNC even if they are in a campaign are segment email.
Of course there are many reasons for wanting to have a segment of DNC marked contacts, especially for reporting purposes.
