Is it possible to spin or rotate text in Mautic?

Yes.
I use this bundle (I’m using with 2.16.3, check compatibility before install)

Format example:

{% TWIG_BLOCK %} 
{{ random(['apple', 'orange', 'citrus']) }}                                 
{% END_TWIG_BLOCK %}
