In “list mail” you can send message to all list of people, for example if you don’t need to use campaign and you just want to make mass mailing.
So basically it’s a broadcast.
I wouldn’t call it a broadcast. Broadcast is something you send to the ether and if someone wants to receive it, he can do so. The mass email is sent to specific addresses and they receive it whether they want to or not.
