2.2.1 An error occurred while attempting to create the admin user

having a issue with a new installation of 2.2.1

“An error occurred while attempting to create the admin user: Entity of type ‘MauticUserBundleEntityRole’ for IDs id(1) was not found”

any idea where to start?



I have tried:

changing permission on files apps/(config , cache, logs)

imported old user list

changed id of admin user to 1

updated roles from older version.

Nothing above worked.



this started with a updat to 2.2.1 from 2.0.0

any ideas I have seen other post but no solution.
