3.2.1 Campaign sends emails without visiting a page

hi Guys
I just have a problem with the 3.1.2 that is newly installed, which I cannot understand.
I created a campaign and set up the crons like in an older installation. But when I add a lead via a campaign form, everything is worked through correctly, but unfortunately the system does not wait for the user to visit a page, but skips this and then immediately sends the confirmation email as if he had visited the page. Can someone tell me what’s wrong here?

I tried a little yesterday.

In my old installation, the only thing that was different was that I did not use the “decision” (visit a page) on the Mautic landing pages but a fixed URL.

I changed that and tested it. Unfortunately no positive result. It is about 15 minutes after you have registered and the "Please confirm e-mail comes. The welcome e-mail is sent without visiting the page.

Who can help or tell where the problem is?

I was in the wrong branch in the decision field.
