Contact no added on Filtering Segment

My problem is:
I was create new segment with filtering method, i want find cold lead (not active user) from ebook downloader lead. I was set the filtering but contact still not added automaticly. are my setting was false?

Steps I have tried to fix the problem:
I was delete the segment and create new one, but contact still not added automaticly

UP need help,
i think my mautic error, because i cant segmenting contacts based on filtering.

Make sure your segments cron are running.
