database: SQLSTATE[HY000] [2002] error While installing on Windows

I am trying to install Mautic on my Windows 2012 R2 server but at first step I am getting following error



An error occured while attempting to connect to the database: SQLSTATE[HY000] [2002] No connection could be made because the target machine actively refused it.



and if I change DB ip to name got following error



An error occured while attempting to connect to the database: SQLSTATE[HY000] [2054] The server requested authentication method unknown to the client



My Server Configuration is

OS - WIndwos server 2012 R2

IIS - 8.5

PHP - 5.6

MySQL - 5.5
