Email Working For Some Users - Not All

We are working on a Mautic installation that is fully up-to-date and setup with Amazon SES. The configuration is correct on both Mautic and through Amazon SES with domain verifications, email verifications, etc… The install is managed by multiple users. Some users are able to successfully send email using Amazon SES while others are unable to send email. When trying to send a test message, Amazon returns a 554 error for an unverified domain. Why would this happen for some users but not others? The default settings for email are all the same and use Amazon SES verified information.

By any chance are the rejected emails being sent to role-based email addresses? (e.g. support@mycompany, or admin@companyabc) I think I read somewhere that Amazon SES routinely rejects those emails.
