My problem is:
I recently performed a fresh installation of Mautic on my server, but upon completion, I encountered an error 403 stating ‘You are not allowed to access this file.’ Can anyone provide assistance on how to resolve this issue?

Most likely your default web server configuration.

Look for this line:

Comment it out (or delete it) and you should get around that 403 error.
