Form Builder Won't Load

I have a fresh install of Mautic and when I try to create a new form, the first time I click the “New” button, it first just makes the search form on the page take on a gray background. Then, clicking it again, changes the URL to /s/forms/new, but it just spins and spins. Trying to refresh that URL results in a white screen.
