I am trying to set up text messaging in 2.8, but documentation does not seem to match.

I am trying to set up text messaging in v2.8, but documentation instructs to go to API Credentials in one tab and navigate to Cog icon > Configuration > Text Message Settings, in another. I was able to go to API Credentials in one tab, but could not find the Text Message Settings under the Configuration tab.

Can anyone help?
