After configuring Twilio Plugin (using Test Credentials)
Text message settings is still not available in configuration list in settings.
Text message settings is mentioned for creating and sending sms, why is it not appearing?
Also the campaign builder does not shows the action side bar for sending the sms, why?
Simply is there anything else missed out or to be configured to enable the sms sending?

Which settings are you missing? 
When Twilio is configured correctly, Text Messages appears in the Channels menu item. Just create a text message there, activate it and it will become available in the Send text message action.
