Do any of the versions 3 or even the new version 4 of Mautic support custom audience plugin for Facebook or LinkedIN? I want to create segments of anonymous users for retargeting.

Mautic can do anything.
But it takes a one time setup
You can use Integromat (really cheap) to connect a segment

and synch it with Facebook audience
