Hello. When I enable Russian localization in Account Details, the mautic still uses English localization, although I selected Russian in Account Details. What could be the problem? How to fix it?

I believe that there may be some problems with the Russian language translation at the moment, at least I’ve seen some discussion on Github about it

Yes, as rcheesley says, with the Russian language turned on, you may run into problems.
For your question - do you need to clear the cache through the console
app/console cache:clear
or everything inside the /app/cache folder

По вашему вопросу - нужно очистить кеш через консоль командой
app/console cache:clear
или вручную удалить все файлы внутри папки /app/cache
