With a segment email, when it is published and new members join it’s target segment, will they receive the segment email? Or, will new segment members (after publishing) NOT receive those emails, since the segment was published prior to their membership?

If you publish an email and send it, then everyone who is in the segment will recieve it.
ADDITIONALLY
If you define a publishing window by filling out publish date + unpublish date, then everyone who is AND joins the segment will get the email. In order for this to work you’ll need to add the broadcast cron to your crontab.
