Campaign email "stuck" at 47%

I have a simple campaign email setup. The segment list is 875 contacts. I triggered the campaign manually by calling the cron job from my web browser. Several emails are sent - but not all of them. When I open the “Actions” tab of the campaign it shows 47% “send email.” Does that mean that only 47% of the emails were sent? The “Sent email status” pie chart totals to 400 (330 ignored, 70 read).



I have rerun the cron job several times. Here are the results.
