Contacts being merged?

I’m trying to test out my campaigns but every time I submit a new contact it merges with an old one. I’m making sure to use incognito windows, so there shouldn’t be any session/cookie sharing going on and I’m using totally unique email addresses each time. Is this happening because I’m on the same IP address? Is there a way to turn off that feature?
