How to configure a campaign to send mails on a specific date?

I’m trying to configure an automatic promo campaign that sends an email on a specific holiday IF AND ONLY IF a user is in the promo segment AT THAT SPECIFIC DATE & TIME.

I have the campaign configured to wait until the specific day/time, but if a user enters the promo segment AFTER the date and time, they end up getting the email anyway, which is not a desired behavior. If the date and time has passed, I don’t want to take any action.

I also notice that if a user enters the promo segment the mail is scheduled and if the user later leaves the segment, the promo email still goes out to the user, even though they’re not in the segment at the time the email is scheduled.

I know that segment mails would normally be used for something like this, but in my case, a campaign is needed since the campaign evaluates the user’s different tags & conditions and determines which holiday promotion is sent to the user.

So I’m looking for a way to wait until a specific date and then fire off an action ONLY to users who are in the segment ON THAT DATE. Any idea how to configure something like this?
