I downloaded mautic package from Download - Mautic Community and was able to set up locally but same folder when I uploaded to my server does not show installer steps and shows 404.

try installing mautic via command line, its more reliable anyway.
Also you might want to adjust your apache/nginx config if you are planning to run mautic from the subfolder.
