Second email to non-openers sends to openers instead

I have set up a campaign that sends an email to everyone who has been tagged with a specific tag.



The emails go out as expected and the reports show who opens them.



I have a second email set up to go out 2 days later to any one who didn’t open the first email. For some reason, this email is going to everyone who DID open the first email. I have connected the action to send the second email to the red colored connector on the decision.



I am not sure what I am doing wrong. Any help would be greatly appreciated.
